    Job Description

    We are seeking an experienced, driven and knowledgeable Payroll & Finance Manager to join an ambitious and value driven organisation.

    You will assist in the management and co-ordination of an effective financial management provision for a local Academy. You will lead the finance team at the academy and be responsible for the Performance Management process. Operate the Trust’s financial procedures in accordance with internal procedures and statutory guidance / legislation and take responsibility for the administration of payroll and pensions across the trust which is via an in-house system (Carval Computing plc)

    Finance Duties:

    • Managing the purchase ordering process for the academy including ensuring appropriate approvals are in place and challenging budget holders where necessary. This will include ordering of goods, managing delivery and raising queries with suppliers
    • Ensuring tendering procedures are followed where appropriate
    • Ensuring all purchase invoices (order and non-order) are appropriately authorized and processed
    • Management of aged creditors including ensuring prompt payment in line with agreed payment terms, raising queries as necessary and monthly reconciliations to supplier statements
    • Ensuring regular BACS payments are made and appropriate paperwork for authorization is promptly provided to the Finance Director
    • Cash management including ensuring that banking of cash/cheques is correctly and promptly processed
    • Liaising with trip coordinators to ensure the financial aspects / bookings are appropriately dealt with
    • Management of lettings / music tuition / other fund-raising initiatives including invoicing (where necessary), recording of receipts and credit control
    • Processing grant funding received and reviewing for accuracy
    • Assisting with the month end procedures i.e. accruals / prepayments / balance sheet reconciliations
    • Active role in budget management including:
    1. ensuring monthly budget holder reports are issued promptly and dealing with queries raised;
    2. monitoring budgets through ordering process to ensure overspends do not arise and challenging budget holders where necessary;
    3. monitoring reprographics charges to ensure overspends do not arise and budget holders are re-charged monthly as appropriate;
    4. liaising with the Finance Director to update on budget positions / projections; and o working with the Finance Director on an annual basis to set budgets for the following 1-3 years.
    5. Assisting with the year-end processes including:
    6. Identifying year-end adjustments i.e. accruals / prepayments;
    7. Reviewing transactions for potential capital expenditure and liaising with the Finance Director to process appropriately; and
    8. Assisting with the interim / year-end audits to ensure the statutory auditors receive all information they require in order to complete their work.
    9. Assisting with internal auditor visits to ensure all information is provided as necessary
    • Ensuring all transactions are appropriately and promptly recorded on the computerised Financial Management System (PS Financials)
    • Ensuring all transactions conform to the requirements of the Academies Financial Handbook / internal Financial Procedures Manual and Financial Scheme of Delegation
    • Assisting the Finance Director with projects / financial matters as they arise
    • Ensuring filing is kept up-to-date and in line with the Information & Retentions Policy
    • Ensuring the finance office telephones are answered and queries dealt with or passed to the appropriate member of staff

    Payroll duties:

    • Responsibility for administration of payroll and pensions across the Trust, ensuring that all employees (over 200) are correctly paid on a monthly basis (payroll processing using inhouse system Carval which has been implemented since April 2018)
    • Ensuring that all timesheet workers hours are correctly managed, checked and processed
    • Assisting the HR Director in the processing of new starters, leavers and amendments, including pension administration e.g. issue Form P46 and complete pension form to meet Local Government Pension Scheme (LGPS) deadlines
    • To extract and interpret information from various authorised source documents i.e. timesheets, variation forms, expenses claims, payroll adjustment forms etc for computer input so that employees are paid on time and correctly in accordance with Local Government Terms and Conditions and external customers terms and conditions
    • Ensuring that all relevant information and reporting regarding tax codes, student loans, tax credits, childcare vouchers etc are accurately dealt with
    • Dealing with pay variations for example back pay, maternity pay, unpaid leave etc
    • Ensure that all annual increments and other salary variations are authorised and implemented correctly
    • Resolving pay queries with both staff and 3rd parties promptly
    • Providing monthly reporting information to aid payroll checking by Finance Director
    • Prepare BACS for payment of payroll / payments to 3rd parties, returns for HMRC and maintain files for all payroll matters 7
    • Responsible for year-end tax and NI returns to HMRC, to operate RTI and ensure relevant monthly payments have been made on time and balancing records are equal to deductions made
    • Responsible for the administration of pension contributions and to ensure the relevant administration procedures are adhered to at month and year end for Teachers Pension, Local Government Pension Scheme and Prudential
    • Processing monthly journals for input into the accounting system Monthly salaries processing across the Trust alongside the Finance Director
    • Be a key part in ensuring the new HR & Payroll systems & processes are reviewed to ensure appropriate
